Snow falls in Minecraft above a certain height instead of rain, or at sea level in frosty biomes.

It can be used to make snowballs (with HILARIOUS consequences) and if you have the right enchantments on your shovel you can dig up whole sheets of it.
As yet I haven't found a way to make a snowman.
